Wet vs Dry Rental: What's Actually Included When You Rent Equipment in Egypt
A contractor asks three fleets for the same thing: a wheel loader, six weeks, one site in 6th of October. Two of the quotes come back within a hair of each other. The third is noticeably lower — and it is lower because it is a bare machine. No operator, no servicing visits, no wear parts, and a separate line for transport that the other two had already absorbed. Read as three prices for one product, the cheapest quote wins. Read as three different deals, it is the most expensive of the three by the second month, once you have hired a driver, bought filters, and lost four days to a hydraulic leak nobody owned.
That gap is the whole subject of this article. Equipment rental with an operator in Egypt — what the market calls wet rental, or التأجير بالسواق — and dry rental are not two prices for the same thing. They are two different allocations of labour, cost and risk, and the label on the quote tells you far less than the line items underneath it.
Wet, dry, and the wide middle
The two ends of the spectrum are easy to describe:
- Wet rental (with operator): the machine arrives with the lessor's operator, and the lessor generally keeps responsibility for the machine's mechanical health — scheduled servicing, major repairs, and usually the decision about when a machine comes off site for work.
- Dry rental (bare hire): you receive the machine and nothing else. You supply the operator, you run the daily routine, and you carry a larger share of what happens to the machine while it is in your yard.
In practice, most agreements in the Egyptian market sit somewhere between the two, and the heavier machine classes lean wet. Cranes, excavators, telehandlers and large loaders are commonly hired with the fleet's own operator, partly because the machines are unforgiving of inexperience and partly because the fleet has a direct interest in who is at the controls of an asset it will own for another decade. Smaller and simpler equipment — light generators, compressors, small forklifts, lighting towers — moves dry far more often.
The useful habit is to stop asking "is this wet or dry?" and start asking, item by item, who is responsible and who pays. Two quotes that both say "wet" can differ on fuel, wear parts and standby time by more than the headline rate does.
The line items that define the deal
This is the checklist to run against any quote before comparing it with another. The right-hand column is what to actually ask — the norms vary by lessor, by machine class, and by how far your site is from the fleet's base.

Nothing in that table is exotic. Its value is in running through it before you sign rather than during the first dispute.
The operator is the line item that moves all the others
It is tempting to treat the operator as a labour cost you could source more cheaply yourself. On most machine classes that arithmetic is wrong: the operator is not a fixed cost sitting beside the machine, but the variable that sets fuel burn, cycle times, wear rate and the odds of a bad day.
A skilled excavator operator loads trucks in fewer passes, tracks the machine less, feathers the hydraulics instead of slamming them, and notices the pin that is starting to walk before it becomes a downtime event. An inexperienced one burns more diesel for less production and hands back a machine with a shorter remaining life. The same principle appears on the cost side of any excavator quote: duty and handling, not just size class, decide what the month really costs.
When the operator comes with the machine, settle these points in writing:
- Licensing and site documentation. Many main contractors and industrial clients will not pass a machine through the gate without the operator's licence, an induction, and sometimes machine-specific certification. Ask what documentation comes with the operator and confirm it matches what your client's HSE team demands.
- Hours and shift basis. Establish the daily working hours the rate assumes, how overtime is counted, and whether Fridays or public holidays are treated differently. A rate quoted against an eight-hour day is a different rate against a ten-hour one.
- Chain of command. In a wet hire the operator takes work direction from your site team but usually remains the lessor's employee. Agree who can stand the machine down, who authorises overtime, and whom you call at 6am when he has not arrived.
- Absence cover. Ask what happens to the rate and the schedule on a day the operator does not show, and whether a replacement of comparable experience is guaranteed.
- Remote-site logistics. On sites in the Delta fringe, the Red Sea coast, Upper Egypt or the New Administrative Capital's outer plots, accommodation, meals and rotation home are real costs. Confirm whether they sit inside the rate or arrive as a separate invoice.
Fuel: the item most often assumed and least often written down
Fuel arrangements vary across the Egyptian market, and it is common on longer site hires for the lessee to supply diesel. That is not a detail — over a month of hard work, fuel is a serious share of the total, and consumption swings with duty. A loader shuttling short cycles on level ground and the same loader climbing a stockpile all day are two different burn rates.
Whatever the arrangement, define the mechanics:
- Is the machine delivered full and returned full, or measured on the hour meter?
- Who physically fuels it — your bowser, the operator, a site attendant?
- If the lessor supplies fuel, what happens if your duty cycle is heavier than the quote assumed?
- On a dry hire, who is liable if the wrong fuel or contaminated diesel damages the engine?
Estimate fuel from your own duty assumption rather than an optimistic figure, and compare competing quotes only after putting them on the same fuel basis. Two quotes with different fuel arrangements are not comparable numbers at all.
Maintenance, wear parts, and who eats the downtime
Maintenance responsibility is really a question about who absorbs lost days. In a wet hire the lessor typically services the machine at the manufacturer's engine-hour intervals and handles mechanical failure, so the fleet — not your programme — carries breakdown risk. In a dry hire that risk moves toward you, and it belongs in the apparent saving.
Three distinctions are worth nailing down regardless of model:
- Scheduled servicing versus breakdown repair. Servicing is predictable and can be planned around your programme; ask for the schedule up front so a service does not land on your concrete pour day. Breakdown is unpredictable, and what matters is the response commitment.
- Fair wear versus damage. Tyres, tracks, cutting edges and bucket teeth wear out — that is normal. A bent boom, a torn tyre sidewall from site debris, or a burnt clutch is damage. Agree how the line is drawn and how the machine's condition is recorded at handover. Photographs and a signed condition report at both ends of the hire prevent almost every argument that follows.
- Daily checks. Whoever operates the machine does the walk-around: fluids, leaks, greasing points, tyres or tracks, lights, alarms. On a wet hire the operator normally handles it; on a dry hire it is your crew's discipline, and skipping it is how a small leak becomes an engine.
Get the downtime clause in explicit terms: after how many hours out of service does rent stop, does standby time count as working time, and is a replacement machine promised or merely hoped for.
Transport, mobilisation, and the return leg
Mobilisation is almost always its own line, and it is one of the easiest places for two quotes to look different when they are not. Transport cost is driven by distance, machine class, whether a lowbed and escort are required, and by site access — a narrow gate or soft ground can turn a straightforward delivery into a half-day exercise.
Confirm whether the quoted figure covers the return leg or only delivery, who is responsible for loading and lashing, who obtains oversize permits, and what happens if the truck arrives and your site is not ready. If you will move the machine between sites during the hire, agree the per-move basis at the start rather than negotiating each time.

The honest test for dry rental is not whether you can find a cheaper driver. It is whether you have the operator supervision, the daily maintenance discipline, the parts access and the tolerance for downtime to run someone else's asset properly. Before you sign: the short list
- What exactly is included in the rate — operator, fuel, servicing, wear parts, transport?
- What daily hours does the rate assume, and how is overtime calculated?
- Who supplies and pays for diesel, and how is it measured?
- Who performs scheduled servicing, and on what interval?
- Who replaces wear parts, and how is fair wear distinguished from damage?
- What is the response commitment on breakdown, and is a standby machine available?
- From what point does rent stop when the machine is out of service?
- Is standby time — the machine idle on your site waiting on other trades — charged, and at what basis?
- Is transport quoted one-way or return, and who handles permits and loading?
- What is the deposit, what releases it, and what condition report governs the handover?
- Who insures what, and what is excluded?
- What notice is required to extend or to off-hire?
Ask all twelve of every lessor you are comparing. The answers, not the headline rate, are the actual quote — and the same discipline applies whether you are hiring one machine or specifying site power, where the equivalent groundwork is sizing the generator correctly before anyone quotes anything.
